Rhythm First, Recording Needs Background Chords
Open a section and it now lands on the Rhythm tab instead of Takes, with Chords moved right next to Rhythm. Recording also requires the section's background chords to be placed first; if they're not, the panel points you at the Chords tab to set them up.
